Global anti-terrorism fund grants would battle radicalization process

NEW YORK, Sept. 27 (UPI) — U.S. officials hope a $200 million fund will be effective in stemming extremism by eroding jihadists’ ideological and recruiting appeal in havens for terrorists.

20130425_radical_islam_shhh_LARGEThe U.S. State Department said diplomats from the United States and Turkey Friday plan to announce a $200 million fund to help prevent the radicalization process used by terrorists, The New York Times reported.

The new Global Fund for Community Engagement and Resilience will, for the first time, combine financing from government and non-government entities to identify credible local organizations; develop, monitor and evaluate programs; and channel funds to local projects that target groups and individuals vulnerable to appeals from terrorist groups, officials said. The fund is expected to be operational by the middle of 2014.

The initiative is to be announced by U.S. Secretary of State John Kerry and Turkish Foreign Minister Ahmet Davutoglu during a meeting of foreign ministers of the Global Counterterrorism Forum in New York. The United States and Turkey lead the organization of 29 countries and the European Union that acts as a clearinghouse of ideas and actions for civilian counter-terrorism specialists.

“Countries that have a radicalization problem previously had to rely on ad hoc support from wealthier donor nations, many of which are not bureaucratically capable of sponsoring the small intervention programs necessary to disrupt the radicalization process,” William McCants, a former State Department counter-terrorism official now with the Brookings Institution, told the Times. “Now countries can turn to the global fund to sponsor programs that will pull young men and women back from the edge of terrorist violence.”

The United States is expected to contribute between $2 million and $3 million initially to the fund, which will be administered in Geneva, Switzerland. Besides Turkey, other likely donors include the European Union, Canada, Qatar, Denmark, Britain and private sources.

U.S. officials said the fund is expected to raise more than $200 million over a 10-year period.

Fund grants would provide vocational training to youths at risk of being recruited by terrorist organizations, U.S. officials said. Funds also would be channeled to new school curricula that teach tolerance and problem-solving, along with underwriting websites and social networks that would educate youth about the dangers of violent extremist ideologies.

  • 10 Signs The Global Elite Are Losing Control

10 Signs The Global Elite Are Losing Control

You hear it all the time, ”we can never change the world or take down the powers that be, so don’t bother trying.” This was always something I greatly disagreed with due to the fact that I always understood that our repetition of cycles in life only continued to support the elite and is what powers them. The very consciousness and intentions that is sent into the ether when we utter those words or decide to live life blind from the cues to change our ways is what powers the elite. So how can we change this? We change our consciousness. Our thoughts, intentions and awareness around any given situation. As much as people do not want to see this sometimes, the ultimate play of the elite is a war on consciousness. They are not as concerned about power, money, energy etc. as much as they are concerned with suppressing our consciousness.

That being said, humanities consciousness is shifting -this is very clear if you look at the big picture. As a result, we are seeing very big changes in the way people see the world and importantly, the elites control is beginning to dissolve. We are seeing this in a number of ways. People are not buying into the lies any longer. THey are discovering the lis of the past and how they helped shape a corrupt world. They are not supporting war and realizing terrorism is an illusion. They don’t blindly follow corrupt medical practices or health practices. They are taking their lives into their own hands and realizing their government does not have their best interests at heart.

I came across an article outlining some visible changes that relates to the loss of control the elite have over the people. Check it out below.

    Written by: Eric Blair
Activist PostKarma is coming for the elite in a big way. As the Powers That Be head toward a devastating defeat in their war plans for Syria, signs are emerging that their rule over humanity is rapidly diminishing.

Over the last decade the global elite have been on a mad dash to consolidate power over the world. It’s always been their plan like some evil villain in a comic book, but after 9/11 the plan went into overdrive and then turbo charged during the financial crisis of 2008.

Yet it’s doomed to fail because humans are meant to be guided by their own free will, not controlled like livestock. The more the elite try to control humanity, the more entropy occurs. Entropy, for those who don’t know, is the lack of order or predictability; a gradual decline into disorder.

Although the elite still enjoy a huge wealth advantage over the masses, they are now resigned to behaving like tyrants to maintain control. This, in turn, exposes their dark side which has been cleverly concealed for ages. Not anymore.

People are waking up in droves, at least as fast as the elite can build their full-spectrum prison matrix.  Let them try.  To paraphrase Victor Hugo, “No army can stop an idea whose time has come.”Here are ten signs that the elite are losing control over the people:

    1. Official lies no longer effective: The lies they tell simply don’t work anymore. There was a time when official lies, especially about war and peace, were believed. Because, after all, how evil would it be to lie about such things? Generally people want to believe they are being told the truth when life and death is at stake. The boy who cried wolf has cried one too many times. Even if they told the truth at this point, very few would believe them.

    2. No confidence in politics: US politicians have a paltry approval rating. The trust in government is at all-time lows here and around the world. Mainstream polls show only 10% of the public has confidence in Congress. In other words, 90% don’t believe in them to be competent to govern.

Watch this Town Hall exchange below where a man threatens US Senator John McCain with arrest for treason to his face. This would have never happened just a year or two ago:

    3. No confidence in media: The most recent polls show that 77% of the population no longer trusts corporate TV news. Is it any wonder why the establishment media failed to sell the lies about the alleged Syria chemical event?  With all their monopoly might over the airwaves, they can no longer claim that black is white simply because officialdom says so.

    4. Bankers rejected: Hungary recently became the first country to follow Iceland’s lead by shedding international bankers (IMF) and is considering pursuing prosecution of past prime ministers who enslaved the people with debt. Look for this trend to continue even if nations decide to default to break free.

    5. Vatican abruptly cleaning up its act: Under the previous Pope, Pope Benedict, scandals erupted from the Vatican ranging from covering up pedophile priests to money laundering and fraud. Benedict, in an unprecedented move, abruptly retired to make way for a seemingly much more likeable Pope Francis. Pope Francis by all measures is working furiously to reclaim the church’s peaceful and humble reputation. Whether this is genuine or a PR move, it’s telling that the church was forced into such a drastic turnaround to save itself from losing all credibility.

    6. Mutiny among soldiers: Finally. Soldiers, who are outlawed from making political statements, are steadily speaking out against US military adventurism. As Einstein famously said “The pioneers of a warless world are the young men (and women) who refuse military service.”

    7. Militarized police state: One of the darkest signs that the elite are losing their grip on power is the construction of the militarized police state specifically trained to combat domestic civil unrest. Local cops with tanks and other combat gear are working with Feds at Fusion centers, active Army units are on American soil for the first time in history, the NSA spy grid is being used by the IRS and DEA, and the elimination of due process for Americans under the NDAA are just some of the tyrannical moves made to secure the elite criminals from public backlash. They’re clearly scared, and they should be given what they’ve done to the American people and the Constitution.

    8. Serious secession movements everywhere: A state seceding from a larger political entity used to be an ultra-fringe concept, until now. In America, secession movements are winning over the public in parts of Colorado and California. In Europe, serious secession movements are happening in Spain and Scotland, as well as several EU nations flirting with the idea of dropping out the the euro. Decentralization = Entropy!

    9. GMO food being rejected everywhere: Control the food and you control the people. True in theory, but much more difficult in practice. GMO leaders like Monsanto are being exposed. All of their economic and political strength cannot defeat the spread of knowledge about the dangers of pesticide-soaked Frankenfoods. GMO fields are being burned in protest in America and around the world, informed nations continue to reject their products, and labelling laws are gaining traction.

    10. Cannabis liberation: Many reading this will think marijuana legalization is a superficial development. However, it is a major signpost that the elite’s grip is fading.  Enormous resources have been spent to keep cannabis illegal. Cannabis has been a powerful medicine for physical, mental, and spiritual health throughout the ages. This single plant represents a huge threat to the power structures and their industries, hence its seemingly senseless illegality. The approaching global reversal of the tyrannical policy of prohibition is the first of many concessions to come.

U.S. Military says Chemical weapons given to rebels in Turkey

    WND EXCLUSIVE

U.S. military confirms rebels had sarin

Classified document shows deadly weapon found in home of arrested Islamists

    author-image F. Michael Maloof

    F. Michael Maloof, staff writer for WND and G2Bulletin, is a former senior security policy analyst in the office of the secretary of defense.

As part of the Obama administration’s repeated insistence – though without offering proof – that the recent sarin gas attack near Damascus was the work of the Assad regime, the administration has downplayed or denied the possibility that al-Qaida-linked Syrian rebels could produce deadly chemical weapons.

However, in a classified document just obtained by WND, the U.S. military confirms that sarin was confiscated earlier this year from members of the Jabhat al-Nusra Front, the most influential of the rebel Islamists fighting in Syria.

The document says sarin from al-Qaida in Iraq made its way into Turkey and that while some was seized, more could have been used in an attack last March on civilians and Syrian military soldiers in Aleppo.

The document, classified Secret/Noforn – “Not for foreign distribution” – came from the U.S. intelligence community’s National Ground Intelligence Center, or NGIC, and was made available to WND Tuesday.

It revealed that AQI had produced a “bench-scale” form of sarin in Iraq and then transferred it to Turkey.

A U.S. military source said there were a number of interrogations as well as some clan reports as part of what the document said were “50 general indicators to monitor progress and characterize the state of the ANF/AQI-associated Sarin chemical warfare agent developing effort.”

“This (document) depicts our assessment of the status of effort at its peak – primarily research and procurement activities – when disrupted in late May 2013 with the arrest of several key individuals in Iraq and Turkey,” the document said.

“Future reporting of indicators not previously observed would suggest that the effort continues to advance despite the arrests,” the NGIC document said.

The May 2013 seizure occurred when Turkish security forces discovered a two-kilogram cylinder with sarin gas while searching homes of Syrian militants from the al-Qaida-linked Jabhat al-Nusra Front following their initial detention.

The sarin gas was found in the homes of suspected Syrian Islamic radicals detained in the southern provinces of Adana and Mersin.

Some 12 suspected members of the al-Nusra Front were arrested. At the time, they were described by Turkish special anti-terror forces as the “most aggressive and successful arm” of the Syrian rebels.

In the seizure, Turkish anti-terror police also found a cache of weapons, documents and digital data.

At the time of the arrest, the Russians called for a thorough investigation of the detained Syrian militants found in possession of sarin gas.

This seizure followed a chemical weapons attack in March on the Khan al-Assal area of rural Aleppo, Syria. In that attack, some 26 people and Syrian government forces were killed by what was determined to be sarin gas, delivered by a rocket attack.

The Syrian government called for an investigation by the United Nations. Damascus claimed al-Qaida fighters were behind the attack, also alleging that Turkey was involved.

“The rocket came from a place controlled by the terrorists and which is located close to the Turkish territory,” according to a statement from Damascus. “One can assume that the weapon came from Turkey.”

The report of the U.S. intelligence community’s NGIC reinforces a preliminary U.N. investigation of the attack in Aleppo which said the evidence pointed to Syrian rebels.

It also appears to bolster allegations in a 100-page report on an investigation turned over to the U.N. by Russia. The report concluded the Syrian rebels – not the Syrian government – had used the nerve agent sarin in the March chemical weapons attack in Aleppo.

While the contents of the report have yet to be released, sources tell WND the documentation indicates that deadly sarin poison gas was manufactured in a Sunni-controlled region of Iraq and then transported to Turkey for use by the Syrian opposition, whose ranks have swelled with members of al-Qaida and affiliated groups.

The documentation that the U.N. received from the Russians indicated specifically that the sarin gas was supplied to Sunni foreign fighters by a Saddam-era general working under the outlawed Iraqi Baath party leader, Izzat Ibrahim al-Douri.

Al-Douri was a top aide to Saddam Hussein before he was deposed as Iraqi president.

The sarin nerve gas used in the Allepo attack, sources say, had been prepared by former Iraqi Military Industries Brig. Gen. Adnan al-Dulaimi. It then was supplied to Baath-affiliated foreign fighters of the Sunni and Saudi Arabian-backed al-Nusra Front in Aleppo, with Turkey’s cooperation, through the Turkish town of Antakya in Hatay Province.

The source who brought out the documentation now in the hands of the U.N. is said to have been an aide to al-Douri.

Al-Dulaimi was a major player in Saddam’s chemical weapons production projects, the former aide said. Moreover, Al-Dulaimi has been working in the Sunni-controlled region of northwestern Iraq where the outlawed Baath party now is located and produces the sarin.

The NGIC depiction of the variety of sarin as “bench-scale” reinforces an analysis by terrorism expert Yossef Bodansky, who said the recent findings on the chemical weapons attack of Aug. 21 on the outskirts of Damascus, Syria, was “indeed a self-inflicted attack” by the Syrian opposition to provoke U.S. and military intervention in Syria.

Bodansky, a former director of the U.S. Congressional Task Force on Terrorism and Unconventional Warfare, said a preliminary analysis of the sarin showed that it was of a “kitchen” variety and not military grade.

He questioned that the sarin was of a military variety, which accumulates around victims’ hair and loose clothing.

Because these molecules become detached and released with any movement, Bodansky said, “they would have thus killed or injured the first responders who touched the victims’ bodies without protective clothes … and masks.”

Various videos of the incident clearly show first responders going from patient to patient without protective clothing administering first aid to the victims. There were no reports of casualties among the first responders.

“This strongly indicates that the agent in question was the slow acting ‘kitchen sarin,’” Bodansky said.

“Indeed, other descriptions of injuries treated by MSF (The French group Doctors Without Borders) – suffocation, foaming, vomiting and diarrhea – agree with the effects of diluted, late-action drops of liquefied Sarin,” he said.

The terrorism expert said that the jihadist movement has technologies which have been confirmed in captured jihadist labs in both Turkey and Iraq, as well as from the wealth of data recovered from al-Qaida in Afghanistan in 2001 and 2002.

He added that the projectiles shown by the opposition, which were tested by U.N. inspectors, are not standard weapons of the Syrian army.

Meanwhile, an  Italian former journalist and a Belgian researcher who were recently freed from their al-Nusra captives say they overheard their captors talking about their involvement in a deadly chemical attack “last month,” which would have been the Aug. 21 chemical weapons attack.

The Italian, Domenico Quirico, and Belgian researcher Pierre Piccinin were released Monday after five months of captivity.

“The government of Bashar al-Assad did not use Sarin gas or other types of gas in the outskirts of Damascus,” Piccinin said.

While captive, Piccinin said the two had overheard a Skype conversation in English among three people.

“The conversation was based on real facts,” said Quirico, claiming one of the three people in the alleged conversation identified himself as a Free Syrian Army general.

He added that the militants said the rebels carried out the attack as a provocation to force the West to intervene militarily to oust the Assad regime.

Both men told a news conference they had no access to the outside world while they were held captive and knew nothing about the use of chemical weapons until they heard the discussion on Skype.

Now, a former analyst for the Central Intelligence Agency, Ray McGovern, similarly backs the claim that the Syrian rebels perpetrated the poison gas attack on Aug. 21

McGovern was one of a number of veteran intelligence professionals who recently signed a letter to Obama saying that Damascus wasn’t behind the Aug. 21 chemical attack.

As WND recently reported, former U.S. intelligence analysts claim current intelligence analysts have told them Assad was not responsible for the Aug. 21 poison gas attack, saying there was a “growing body of evidence” that reveals the incident was a pre-planned provocation by the Syrian opposition.

The analysts, in an open letter to Obama, referred to a meeting a week before the Aug. 21 incident in which opposition military commanders ordered preparations for an “imminent escalation” due to a “war-changing development” that would be followed by the U.S.-led bombing of Syria. They said the growing body of evidence came mostly from sources affiliated with the Syrian opposition and its supporters.

Those reports, they said, revealed that canisters containing chemical agents were brought into a suburb of Damascus, where they were then opened.

“Initial meetings between senior opposition military commanders and Qatari, Turkish and U.S. intelligence officials took place at the converted Turkish military garrison in Antakya, Hatay Province, now used as the command center and headquarters of the Free Syrian Army and their foreign sponsors,” the analysts said.

The VIPS memo to Obama reinforces separate videos, which show foreign fighters associated with the Syrian opposition firing artillery canisters of poison gas. One video shows Nadee Baloosh, a member of an al-Qaida-affiliated group Rioyadh al-Abdeen, admitting to the use of chemical weapons.

In the video clip, al-Abdeen, who is in the Latakia area of Syria, said his forces used “chemicals which produce lethal and deadly gases that I possess.”

  • The Troodos Conundrum

    The Troodos Conundrum

    troodos

    Craig Murray

The GCHQ listening post on Mount Troodos in Cyprus is arguably the most valued asset which the UK contributes to UK/US intelligence cooperation.  The communications intercept agencies, GCHQ in the UK and NSA in the US, share all their intelligence reports (as do the CIA and MI6).  Troodos is valued enormously by the NSA.  It monitors all radio, satellite and microwave traffic across the Middle East, ranging from Egypt and Eastern Libya right through to the Caucasus.  Even almost all landline telephone communication in this region is routed through microwave links at some stage, picked up on Troodos.

Troodos is highly effective – the jewel in the crown of British intelligence.  Its capacity and efficiency, as well as its reach, is staggering.  The US do not have their own comparable facility for the Middle East.  I should state that I have actually been inside all of this facility and been fully briefed on its operations and capabilities, while I was head of the FCO Cyprus Section in the early 1990s.  This is fact, not speculation.

It is therefore very strange, to say the least, that John Kerry claims to have access to communications intercepts of Syrian military and officials organising chemical weapons attacks, which intercepts were not available to the British Joint Intelligence Committee.

On one level the explanation is simple.  The intercept evidence was provided to the USA by Mossad, according to my own well  placed source in the Washington intelligence community.  Intelligence provided by a third party is not automatically shared with the UK, and indeed Israel specifies it should not be.

But the inescapable question is this.  Mossad have nothing comparable to the Troodos operation.  The reported content of the conversations fits exactly with key tasking for Troodos, and would have tripped all the triggers.  How can Troodos have missed this if Mossad got it?  The only remote possibility is that all the conversations went on a purely landline route, on which Mossad have a physical wire tap, but that is very unlikely in a number of ways – not least nowadays the purely landline route.

Israel has repeatedly been involved in the Syrian civil war, carrying out a number of illegal bombings and missile strikes over many months.  This absolutely illegal activity by Israel- which has killed a great many civilians, including children – has brought no condemnation at all from the West.  Israel has now provided “intelligence” to the United States designed to allow the United States to join in with Israel’s bombing and missile campaign.

The answer to the Troodos Conundrum is simple.  Troodos did not pick up the intercepts because they do not exist.  Mossad fabricated them.  John Kerry’s “evidence” is the shabbiest of tricks.  More children may now be blown to pieces by massive American missile blasts.  It is nothing to do with humanitarian intervention.  It is, yet again, the USA acting at the behest of Israel.

  • To The American Press and Public

To The American Press and Public

(A press release from the Gulen Movement in USA)

The following ad is running on CNN and select local channels throughout the USA until Aug 31, 2013

We are exposing Fetullah Gulen and the Gulen Movement (Golden Generation)

We are gathering on 31 August at 2 PM at Logging Road 45006, Saylorsburg, PA 18353, as Turkish-Americans to warn the American public and media about the Gulen movements dirty games. On September 1st, Sunday we will hold a conference in Somerset, New Jersey which is the location where Fetullah Gulen first arrived in the USA. At the conference we will expose the truths about Fetullah Gulen and his congregation, the Gulen Generation.

We as witnesses of Fetullah Gulen and the Gulen movements dirty games which he plans and conducts from his ranch in Pennsylvania, are inviting the American public to block the continuation and spreading of terrorism. The most responsible person and the architect of the state terrorism and Islamic fascism seen on May 31, 2013 in our ancestry homeland of Turkey is Fetullah Gulen and his movement.

Gulen arrived in the USA in 1999 on the grounds of medical treatment and was granted a green card. Gulen is continuing to play his dirty games around the world directing them from the USA. He opened 140 charter schools here in the USA and funds his operations of religion trafficking through the schools via shady accounting tricks.

Under the pretext of being qualified teachers hundreds of unqualified disciples are brought from Turkey to the United States with an H1B visa to work at these schools. These teachers are to return 40% of their salaries to the movement in cash which then funds the movement. This way not only is the funding of the movement illegal but also tax fraud is committed.

This innocent seeming movement had just started 30 years ago and created a strong footing within the state by exploiting religious feelings with a fake freedom of religion principle and pulling politicians to its side with promises of votes. Turkish intellectuals saw the danger and tried to warn the public by writing articles, books, op-eds and having open-forums on TV. However this deeply government structured establishment murdered journalist/author Ugur Mumcu on January 24, 1993 and historian/author Prof. Necip Hablemitoglu on December 18, 2002 both in front of their homes. Prof. Necip Hablemitoglu’s last book “Kostebek” (“Mole”) was about the deep government structured Gulen Movement and was only allowed to be published after his death with extreme difficulties. Another one of our authors who had been following this movement from its early stages was Aziz Nesin. He was the victim of an assassination event in a hotel in Sivas where the hotel was burned down by the followers of the movement. Aziz Nesin was saved but 22 intellectuals, artists, writers, poets and journalists were burned alive. What they all had in common was speaking out their opposing views to the Gulen movement.

In 30 years the Gulen congregation has moved at an unbelievable pace with its deep government structuring by infiltrating the judicial branches, the military and the media amongst others. Those with opposing views who may be a threat were illegally imprisoned with made-up charges, fraudulent documents and evidence in cases such as Sledgehammer, Ergenekon and Oda-TV.  As a result of these cases close to 1000 innocent journalists, authors, soldiers, lecturers and educators were falsely imprisoned and a record number of convictions were handed down.

Gulen’s greatest infiltration was into the Special Police Forces known as “Cevik Kuvvet”. According to the dissidents within the Police Force there are over 6000 Gulenists within the Special Police Force.

Starting on May 31st, 2013 with the gezi protests Fetullah Gulen has encouraged violence and directed the police response to the protesters via encrypted messages on herkul.org website.

A spat which had been continuing for 2 years between PM Erdogan and Fetullah Gulen caused for the police violence to be even stronger. The amount of pepper gas used against the peaceful protesters across Turkey has never been seen in any civilized country. The pepper spray capsules were discharged in such a manner and angle that 11 young men and women lost an eye and 2 young people are still in a coma as a result of the capsule hitting their head. 1 young man was killed when a police officer shot him aiming directly at his head and another died when police officers beat mercilessly. A total of 5 young men died as a result of police violence.

Fetullah Gulen and PM Tayyip Erdogan were as responsible of these events and violence as the police was. Fetullah Gulen’s diciples President Abdullah Gul, Internal Affairs minister Muharrem Guler and Istanbul Governor Avni Mutlu not only did not show any sadness and sorrow for the victims but went on to put the blame on them.

Gulens deep rooted government is continuing with their early dawn operations to imprison the youth who participated in the resistance. Complaints of our young women who were subjected to sexual attacks and harassment are being ignored by the judges and state attorneys of this deep government infiltrated movement. Not a single investigation of these complaints have been opened.

30 years ago we did not pay attention to our intellectuals warnings and as a result democracy in Turkey is in a dire situation. Fetullah Gulen has been in the USA for almost 15 years. You must say “stop” to him, taking lessons from what he did within Turkey. Looking at Turkey is sufficient to see what can happen in the USA 15 years from now. It is not a coincidence for Fetullah Gulen, who thinks of the USA as the world’s Captains Wheel, to be here. He is in the United States to take over the entire world through terrorism from the world’s captain’s quarters.

Wake up America. Tomorrow may be too late. This is a man even more dangerous than Osama Bin Laden.
