Jeffrey is getting his<br \/>\nreward for long hours of service at the White House: President Bush<br \/>\nnominated him last week to be U.S. ambassador to Turkey.<\/strong><\/p>\n<p>Jeffrey has been the deputy chief of mission in Baghdad and the ambassador to<br \/>\nAlbania, among a long list of assignments. No word as to when he will<br \/>\nbe heading out, but Senate confirmation is not expected to be a<br \/>\nproblem since he is a career official.&#8221;<\/p>\n<p>Jeffrey previously served as principal deputy assistant secretary of<br \/>\nstate for near eastern affairs, where he held the State Department&#8217;s<br \/>\nnon-nuclear Iran brief and co-chaired the now defunct Iran-Syria<br \/>\nPolicy and Operation Group. I interviewed him for a National Journal<br \/>\nstory last year before he moved to the NSC, but the piece is<br \/>\nsubscription only and not online.<\/p>\n<p>Update: A Hill contact writes of the Jeffrey nomination for US<br \/>\nambassador to Turkey: &#8220;Not surprising. Served as DCM in Ankara in the<br \/>\nlate 1990s.&#8221;<\/p>\n<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211;<\/p>\n<p>September 18, 2008, 7:01 pm<\/p>\n<p>BUSH ADMINISTRATION&#8217;S AMBASSADORIAL NOMINEE FOR TURKEY TO FACE SENATE<br \/>\nFOREIGN RELATIONS PANEL<\/p>\n<p>Ending Denial through Affirmation of the Armenian Genocide, Ending the<br \/>\nBlockade are Key Issues to be Addressed<\/p>\n<p>\u00a0<\/p>\n<p>Washington, DC -The Senate Committee on Foreign Relations, has<br \/>\nscheduled the nomination hearing of Bush&#8217;s Ambassadorial Nominee for<br \/>\nTurkey, James F. Jeffrey, for Wednesday, September 24, 2008, reported<br \/>\nthe Armenian Assembly of America (Assembly).<\/p>\n<p>&#8220;We are hopeful the nomination hearing is not a question and answer<br \/>\nsession, which in the past has resulted in equivocating on the<br \/>\nhistorical fact of the Armenian Genocide and America&#8217;s proud record of<br \/>\nhumanitarian intervention,&#8221; said Assembly Executive Director Bryan<br \/>\nArdouny. &#8220;This represents a critical opportunity for the U.S.<br \/>\nAmbassador to Turkey to go further than Ambassador Yovanovitch and<br \/>\nthis time to squarely affirm the Armenian Genocide. The U.S. record of<br \/>\naffirmation is clear as evidenced by the 1951 U.S. filing before the<br \/>\nInternational Court of Justice. The Armenian Genocide is an historical<br \/>\nfact and Mr. Jeffrey would be well served to follow in the tradition<br \/>\nof Ambassador Henry Morgenthau,&#8221; continued Ardouny.<\/p>\n<p>In addition to its campaign of denial and application of article 301<br \/>\nof its penal code, which punishes discussion of the Armenian Genocide,<br \/>\nfor more than a decade, Turkey, in coordination with Azerbaijan, has<br \/>\nblockaded Armenia. The Turkish blockade not only costs Armenia<br \/>\nhundreds of millions of dollars, but also undermines the stated U.S.<br \/>\npolicy goals of regional cooperation and economic integration in the<br \/>\nSouth Caucasus Region.<\/p>\n<p>While Turkey&#8217;s President Gul did accept the bold invitation by<br \/>\nArmenia&#8217;s President Serzh Sargsyan to visit Armenia on the occasion of<br \/>\na soccer game between the two countries earlier this month, more<br \/>\nconcrete steps are needed, including establishing working diplomatic<br \/>\nrelations and a process of normalization that removes blockades, opens<br \/>\nborders, restores economic relations, and strives toward the peaceful<br \/>\nresolution of differences and disputes in the region. In fact, the<br \/>\nU.S. Administration has repeatedly called upon Turkey &#8220;to restore<br \/>\neconomic, political and cultural links with Armenia.&#8221;<\/p>\n<p>Jeffrey, a career member of the Senior Foreign Service, currently<br \/>\nserves as Assistant to the President and Deputy National Security<br \/>\nAdvisor at the White House. Prior to this, he served as Principal<br \/>\nDeputy Assistant Secretary in the Bureau of Near Eastern Affairs.<br \/>\nEarlier in his career, he served as Deputy Chief of Mission in<br \/>\nBaghdad, United States Ambassador to Albania, and three other<br \/>\nassignments in Turkey. Ambassador Jeffrey received his bachelor&#8217;s<br \/>\ndegree from Northeastern University and his master&#8217;s degree from<br \/>\nBoston University.<\/p>\n<p>Established in 1972, the Armenian Assembly of America is the largest<br \/>\nWashington-based nationwide organization promoting public<br \/>\nunderstanding and awareness of Armenian issues.
