It is clear that, at least for the<br \/>\ntime being, the Russians intend to use the clause<br \/>\nin the cease-fire agreement that allows them<br \/>\nunspecified rights to protect their security to<br \/>\nmaintain troops in some parts of Georgia. Moscow<br \/>\nobviously wants to demonstrate to the Georgians<br \/>\nthat Russia moves at its own discretion, not at<br \/>\nthe West\u2019s. A train carrying fuel was blown up<br \/>\noutside of Gori, with the Georgians claiming that<br \/>\nthe Russians have planted mines. Whether the<br \/>\nclaim is true or not, the Russians are trying to<br \/>\nsend a simple message: We are your best friends<br \/>\nand worst enemies. The emphasis for the moment is on the latter.<\/p>\n<p>It is essential for the Russians to demonstrate<br \/>\nthat they are not intimidated by the West in any<br \/>\nway. The audience for this is the other former<br \/>\nSoviet republics, but also the Georgian public.<br \/>\nIt is becoming clear that the Russians are intent<br \/>\non seeing Georgian President Mikhail Saakashvili<br \/>\nremoved from office. Moscow is betting that as<br \/>\nthe crisis dies down and Russian troops remain in<br \/>\nGeorgia, the Georgians will develop a feeling of<br \/>\nisolation and turn on Saakashvili for leading<br \/>\nthem into a disaster. If that doesn\u2019t work, and<br \/>\nhe remains president, then the Russians have<br \/>\nforward positions in Georgia. Either way, full<br \/>\nwithdrawal does not make sense for them, when the<br \/>\nonly force against them is Western public<br \/>\nopinion. That alone will make the Russians more intractable.<\/p>\n<p>It is interesting, therefore, that a U.S. warship<br \/>\ndelivered humanitarian supplies to the Georgians.<br \/>\nThe ship did not use the port of Poti, which the<br \/>\nRussians have effectively blocked, but Batumi, to<br \/>\nthe south. That the ship was a destroyer is<br \/>\nimportant. It demonstrates that the Americans<br \/>\nhave a force available that is inherently<br \/>\nsuperior to anything the Russians have: the U.S.<br \/>\nNavy. A Navy deployment in the Black Sea could<br \/>\nwell be an effective counter, threatening Russian sea lanes.<\/p>\n<p>While it was a warship, however, it was only a<br \/>\ndestroyer \u00ad so it is a gesture, but not a threat.<br \/>\nBut there are rumors of other warships readying<br \/>\nto transit into the Black Sea. This raises an<br \/>\nimportant issue: Turkey. Turkey borders Georgia<br \/>\nbut has very carefully stayed out of the<br \/>\nconflict. Any ships that pass through Turkish<br \/>\nstraits do so under Turkish supervision guided by<br \/>\nthe Montreux Convention, an old agreement<br \/>\nrestricting the movement of warships through the<br \/>\nstraits \u00ad which the Russians in particular have<br \/>\nignored in moving ships into the Mediterranean.<br \/>\nBut the United States has a particular problem in<br \/>\nmoving through the Bosporus. Whatever the<br \/>\nConvention says or precedent is, the United<br \/>\nStates can\u2019t afford to alienate Turkey \u00ad not if<br \/>\nthere is a crisis in the Caucasus.<\/p>\n<p>Each potential American move has a complication<br \/>\nattached. However, at this moment, the decision<br \/>\nas to what to do is in the hands of the United<br \/>\nStates. The strategic question is whether it has<br \/>\nthe appetite for a naval deployment in the Black<br \/>\nSea at this historical moment. After that is<br \/>\nanswered, Washington needs to address the Turkish<br \/>\nposition. And after a U.S. squadron deploys in<br \/>\nthe Black Sea, the question will be what Russia,<br \/>\na land power, will do in response. The Europeans<br \/>\nare irrelevant to the equation, even if they do<br \/>\nhold a summit as the French want. They can do<br \/>\nnothing unless the United States decides to act,<br \/>\nand they can\u2019t stop the United States if it does decide to go.<\/p>\n<p>The focus now is on the Americans. They can let<br \/>\nthe Russo-Georgian war slide into history and<br \/>\ndeal with Russia later on, or they can act. What<br \/>\nWashington will decide to do is the question the<br \/>\narrival of the U.S.S.
