{"id":20938,"date":"2010-07-28T14:55:57","date_gmt":"2010-07-28T12:55:57","guid":{"rendered":"http:\/\/www.turkishforum.com.tr\/en\/content\/?p=20938"},"modified":"2010-07-28T14:55:57","modified_gmt":"2010-07-28T12:55:57","slug":"cyprus-what-peace","status":"publish","type":"post","link":"https:\/\/www.turkishnews.com\/en\/content\/2010\/07\/28\/cyprus-what-peace\/","title":{"rendered":"CYPRUS: WHAT PEACE?"},"content":{"rendered":"<div>by Rauf R.DENKTAS<\/div>\n<div><\/div>\n<div>\u201cPeace is not merely the absence of war, but presence of the rule<\/div>\n<div>of law, justice democracy and human rights\u201d is the view of Mr. Andreas<\/div>\n<div>S.Kakouris who is accepted by the US Government as \u201cthe ambassador<\/div>\n<div>of the Republic of Cyprus to the United States\u201d, and he laments \u201call of<\/div>\n<div>these elements are missing because of the continuing Turkish occupation<\/div>\n<div>of nearly 37 percent of the territory of the Republic of Cyprus and<\/div>\n<div>massive violations of human rights and fundamental freedoms, the direct<\/div>\n<div>result of an armed illegal invasion by Turkey in 1974;\u201d(!)<\/div>\n<div><\/div>\n<div>Since, Mr. Kakouris is championing \u201cthe rule of law, justice,<\/div>\n<div>democracy and human rights\u201d it becomes relevant to query his<\/div>\n<div>credentials as \u201cthe ambassador of the Republic of Cyprus to the United<\/div>\n<div>Nations\u201d. I am sure both Kakouris himself and the US authorities who<\/div>\n<div>have accepted him as \u201cthe ambassador of the Republic of Cyprus to the<\/div>\n<div>United states\u201d know too well, that this appointment is flawed from a<\/div>\n<div>legal point of view because the consent and signature of the Turkish<\/div>\n<div>Cypriot Vice-President of the Republic of Cyprus, whose existence was<\/div>\n<div>denied by Archbishop Makarios back in 1963 when he declared that he<\/div>\n<div>no longer recognized a vice-president because all aspects of the 1960<\/div>\n<div>constitution which had established a partnership Republic between the<\/div>\n<div>Turkish and Greek Cypriots had been changed was rejected by the Greek<\/div>\n<div>Cypriot Administration (the usurpers of the title of the Republic since<\/div>\n<div>1963) as from that date. Turkish Cypriot partner community was offered<\/div>\n<div>minority status: They could only come back to the \u201cCypriot fold\u201d if only<\/div>\n<div>they accepted minority rights in a Greek Cypriot Cyprus.<\/div>\n<div><\/div>\n<div>In other words the usurpers of power in the island had put<\/div>\n<div>themselves in a position which could not be defended constitutionally,<\/div>\n<div>legally or morally. In fact the onslaught on Turkish Cypriots was for<\/div>\n<div>uniting the island with Greece the prohibition of which was the essence<\/div>\n<div>of the 1960 Agreements! In other words, long before Turkey came to<\/div>\n<div>Cyprus as a guarantor, in order to prevent the declaration of Enosis and<\/div>\n<div>the destruction of the Turkish Cypriot partner, it is the Greek Cypriot<\/div>\n<div>leaders and their government who defied the rule of law, justice,<\/div>\n<div>democracy and human rights, by destroying the partnership Republic in<\/div>\n<div>the name of Enosis.<\/div>\n<div><\/div>\n<div>The fact that in this era of big-power politics, the rule of law and<\/div>\n<div>constitutionality of appointments can be easily and lamentably ignored,<\/div>\n<div>does not absolve Mr. Kakouris from his obligation to be truthful while<\/div>\n<div>projecting the Cyprus problem to the world.<\/div>\n<div><\/div>\n<div>The title of his article to CNN on July 9, 2010 is \u201cCyprus is not at<\/div>\n<div>peace with Turkey\u201d and naturally his story begins with the arrival of<\/div>\n<div>guarantor Turkey in July 1974. Forgetting that<strong> Turkey intervened in<\/strong><\/div>\n<div><strong>order to prevent Enosis and protect Turkish Cypriot partner from further<\/strong><\/div>\n<div><strong>atrocities.<\/strong> The amnesia of the ambassador \u201cto the events between<\/div>\n<div>December 1963 and July 1974\u201d is a national disease but even this does<\/div>\n<div>not give the ambassador a free license to lie to the world at large. This is<\/div>\n<div>not a wild accusation-anyone who conveniently forgets the beginning of<\/div>\n<div>a true story and tells his own version of it may be a good story-teller but<\/div>\n<div>his lies will soon be discovered by truly interested, independent<\/div>\n<div>observers. A cursory look at the Genocide Files by Gibbons, a four<\/div>\n<div>hundred plus page book and a look at the Akritas Plan will suffice to put<\/div>\n<div>Mr. Kakouris on the top-list of story-tellers in the world. But, after all,<\/div>\n<div>that is what he is paid for by his masters back at home, called \u201cthe<\/div>\n<div>Republic of Cyprus\u201d which in fact is what is left of this partnership<\/div>\n<div>Republic after Greek Cypriot side destroyed it in the name of Enosis.<\/div>\n<div><\/div>\n<div>The Turkish intervention in 1974 did not only prevent the<\/div>\n<div>declaration of Enosis, by the arch-murderer Nicos Sampson, but it also<\/div>\n<div>saved thousands of AKEL members from summary execution while it put<\/div>\n<div>an end to the colonel\u2019s rule in Athens; that, 20th July 1974 was, in fact,<\/div>\n<div>the day Turkish Cypriots were saved from mass graves or from forced<\/div>\n<div>migration as in the case of the island of Crete in 1900\u2019s is an undeniable<\/div>\n<div>fact in the light of <strong>Makarios\u2019 statement<\/strong> that <strong>\u201cif Turkey comes to save the<\/strong><\/div>\n<div><strong>Turkish Cypriots, Turkey will find no Turkish Cypriot to save\u201d.<\/strong><\/div>\n<div>By the time Turkish soldiers moved to the Famagusta area the<\/div>\n<div>unarmed civilians of Murata\u011fa, Sandallar and Aloa, were killed and<\/div>\n<div>buried in mass graves, without sparing 16 day old babies, one to<\/div>\n<div>fourteen year old children and grand parents in their eighties or nineties.<\/div>\n<div><\/div>\n<div><strong>Until saved by Turkey, 40,000 of Turkish Cypriots, the inhabitants<\/strong><\/div>\n<div><strong>of 103 villages, who had fled to safer areas were forced to live in 3% of<\/strong><\/div>\n<div><strong>the area of Cyprus, denied all their constitutional and human rights from<\/strong><\/div>\n<div><strong>1963 to 1975. How can Mr. Kakouris talk about denial of Justice to his<\/strong><\/div>\n<div><strong>people, just because Turkey, acting under the Treaties of 1960 saved<\/strong><\/div>\n<div><strong>Turkish Cypriots from this fate and prevented the handing over of the<\/strong><\/div>\n<div><strong>island to Greece?<\/strong><\/div>\n<div><\/div>\n<div>\u201cPeace is not merely the absence of war\u201d, true! <strong>But in the case of<\/strong><\/div>\n<div><strong>Cyprus peace between the two ex-partners requires absolute honesty<\/strong><\/div>\n<div><strong>about the causes of the conflict and not story tellers trying to convince<\/strong><\/div>\n<div><strong>the world that a Greek Cyprus has been occupied by Turkey. <\/strong>What is<\/div>\n<div>needed is a permanent settlement, therefore putting an end to these lies<\/div>\n<div>and allowing the two ex-partners to live in security in their respective<\/div>\n<div>states while agreeing to cooperate on matters of mutual interest is the<\/div>\n<div>way to a permanent settlement.
