U.S. Secretary of State Hillary Clinton said that so called Armenian genocide is not forgotten but it is very important that Turkey and Armenia are making joint efforts to solve the problem. Stressing that establishment of a joint historians committee is the right thing to do, Clinton said that Turkey and Armenia are executing joint work for establishment of the commission.
\nIn an interview with Russian 1 channel, Clinton said, “I do not think the “genocide” is forgotton. But the important thing is that Turkey and Armenia are making joint efforts.”
\nReminding that she was present at the signing ceremony of Zurich protocols towards normalization of relations between Turkey and Armenia, Clinton said, “One of these protocols provides for the establishment of a committee of historians to deal with historical issues. I believe it is the right approach when Turkey and Armenia focus on all these. The committee is currently on the process of establishment. It is not possible to change the past but we can make efforts for a better future”.<\/p>\n

T\u00fcrkiye ile Ermenistan aras\u0131ndaki protokoller kapsam\u0131nda 1915 olaylar\u0131n\u0131 ara\u015ft\u0131rmak \u00fczere kurulacak tarih komisyonu i\u00e7in \u00e7al\u0131\u015fmalar\u0131n ba\u015flad\u0131\u011f\u0131 y\u00f6n\u00fcndeki a\u00e7\u0131klamaya Erivan \u00e7ok sert tepki g\u00f6sterdi.<\/p>\n

\u00dcstelik bu beklenmedik a\u00e7\u0131klama \u00e7ok \u00fcst d\u00fczey bir yerden, ABD D\u0131\u015fi\u015fleri Bakan\u0131 Hillary Clinton’dan geldi. Clinton, bir Rus televizyonuna yapt\u0131\u011f\u0131 a\u00e7\u0131klamada, T\u00fcrkiye ile Ermenistan’\u0131n komisyonu kurmak i\u00e7in \u00e7al\u0131\u015ft\u0131klar\u0131n\u0131 s\u00f6yledi.<\/p>\n

ABD D\u0131\u015fi\u015fleri Bakanl\u0131\u011f\u0131’n\u0131n internet sitesinde yer alan konu\u015fma d\u00f6k\u00fcm\u00fcne g\u00f6re, Clinton, bir soru \u00fczerine, “(T\u00fcrkiye-Ermenistan aras\u0131nda imzalanan) bu protokollerde, iki \u00fclke aras\u0131nda ge\u00e7mi\u015fin par\u00e7as\u0131 olan b\u00fct\u00fcn meseleleri inceleyecek bir tarih komisyonunun kurulmas\u0131 da yer al\u0131yor” dedi.<\/p>\n

GAF MI YAPTI?<\/p>\n

Bu de\u011ferlendirmenin \u00fczerine Clinton’a “Peki bu komisyon \u015fu anda mevcut mu?” sorusu y\u00f6neltildi. Clinton’\u0131n Ermenilerin sert tepkisini \u00e7eken a\u00e7\u0131klamas\u0131 da bu soruya cevaben geldi:<\/p>\n

“\u015eu anda olu\u015fturmak i\u00e7in \u00fczerinde \u00e7al\u0131\u015f\u0131yorlar.”<\/p>\n

Bu beklenmedik a\u00e7\u0131klaman\u0131n \u00fczerine s\u00f6yle\u015fiyi yapan Vladimir Pozner, “\u00dczerinde \u00e7al\u0131\u015f\u0131yorlar yani” diye yorum yap\u0131nca, Clinton da “Evet” yan\u0131t\u0131n\u0131 verdi.<\/p>\n

Clinton\u2019\u0131n bir gaf m\u0131 yapt\u0131\u011f\u0131 yoksa perde arkas\u0131nda tarih komisyonuyla ilgili \u00e7al\u0131\u015fmalar\u0131n ba\u015flad\u0131\u011f\u0131 konusu ise hen\u00fcz netlik kazanmad\u0131.<\/p>\n

ERMEN\u0130STAN AYAKLANDI<\/p>\n

Ermenistan y\u00f6netimi, protokoller hen\u00fcz y\u00fcr\u00fcrl\u00fc\u011fe girmeden komisyonla ilgili \u00e7al\u0131\u015fmalar\u0131n yap\u0131ld\u0131\u011f\u0131 y\u00f6n\u00fcndeki bu a\u00e7\u0131klamaya sert tepki g\u00f6sterdi.<\/p>\n

Do\u011fan Haber Ajans\u0131’na g\u00f6re, Ermenistan D\u0131\u015fi\u015fleri S\u00f6zc\u00fcs\u00fc Tigran Balayan, d\u00fcn Clinton\u2019\u0131n s\u00f6zleri \u00fczerine bir a\u00e7\u0131klama yapt\u0131.<\/p>\n

Balayan, \u201cProtokoller T\u00fcrk ve Ermenistan meclislerinde onaylanmadan b\u00f6yle bir komisyon s\u00f6z konusu de\u011fil\u201d dedi.<\/p>\n

Balayan ayr\u0131ca, b\u00f6yle bir komisyonda Ermenistan soyk\u0131r\u0131m\u0131n\u0131n tart\u0131\u015fma konusu yap\u0131lmayaca\u011f\u0131n\u0131 savunarak, \u201cErmenistan ne bunu ne de soyk\u0131r\u0131m\u0131n ger\u00e7ek olup olmad\u0131\u011f\u0131n\u0131 tart\u0131\u015fma konusu yapmayacakt\u0131r\u201d dedi.<\/p>\n

EN HASSAS KONU<\/p>\n

Tarih komisyonu, her iki taraf i\u00e7in de en hassas konuyu olu\u015fturuyor. Komisyon \u00f6nerisini g\u00fcndeme getiren T\u00fcrkiye, 1915 olaylar\u0131n\u0131n ara\u015ft\u0131r\u0131lmas\u0131n\u0131 istiyor.<\/p>\n

Bu nedenle de komisyon konusunun protokollere girmesi T\u00fcrkiye a\u00e7\u0131s\u0131ndan \u00f6nemli bir kazan\u0131m olarak g\u00f6r\u00fcl\u00fcyor.<\/p>\n

Ancak Ermenistan i\u00e7in 1915 olaylar\u0131n\u0131n ne oldu\u011funun tart\u0131\u015f\u0131lmas\u0131 bile s\u00f6z konusu de\u011fil. Gerek Ermeni y\u00f6netimi gerekse de Ermeni halk\u0131, 1915’in tart\u0131\u015fma konusu bile yap\u0131lmayaca\u011f\u0131n\u0131, ya\u015fananlar\u0131n “soyk\u0131r\u0131m” oldu\u011funu belirtiyor.<\/p>\n

Son olarak Ermenistan Anayasa Mahkemesi de protokollerin ba\u011f\u0131ms\u0131zl\u0131k deklarasyonuna ayk\u0131r\u0131 bir \u015fekilde uygulanamayaca\u011f\u0131na h\u00fckmetti.<\/p>\n
