By Naci Yorulmaz Abstract<\/strong><\/p>\n At the beginning of the 19th century Ottoman Empire was \u201cself-sufficient in its armaments\u00a0production\u201d but afterwards by the middle years of the nineteenth century the empire could not\u00a0escape the consequences of the technological change in the defense industry and had become\u00a0completely dependent on foreign arms suppliers. Because of dependency of the Ottomans on\u00a0imports increased the financial burden, and opened another door to \u201ceconomic penetration\u201d by\u00a0the European Powers.<\/p>\n In the eve of the World War I the Ottoman favored the Germans for the army orders. The\u00a0reasons for this preference were, as indicated in many other researches as well, not due to the\u00a0higher quality or lower price of their products compared to the other companies. Instead, the\u00a0political relationships between the two Empires, along with some forms of private\u00a0acquaintances, were decisive in the relative inclination towards German companies.<\/p>\n The expansion of German military influence in Turkey went hand in hand with commercial\u00a0influence.
