These outrageous assertions point to the profound change of orientation by Turkey&#8217;s government, for six decades the West&#8217;s closest Muslim ally, since Erdo\u011fan&#8217;s AK party came to power in 2002.<\/p>\n<p style=\"margin: 1em 0px;\">Three events this past month reveal the extent of  that change. The first came on <span id=\"lw_1256711377_19\">October 11<\/span> with the news that the Turkish military \u2013 a  long-time bastion of secularism and advocate of cooperation with <span id=\"lw_1256711377_20\">Israel<\/span> \u2013 abruptly asked Israeli  forces not to participate in the annual &#8220;<span class=\"removed_link\" title=\"http:\/\/www.jpost.com\/servlet\/Satellite?cid=1255204765149&amp;pagename=JPArticle%2FShowFull\"><span id=\"lw_1256711377_21\" title=\"http:\/\/www.jpost.com\/servlet\/Satellite?cid=1255204765149&amp;pagename=JPArticle%2FShowFull\">Anatolian  Eagle<\/span><\/span>&#8221; air force exercise.<\/p>\n<p style=\"margin: 1em 0px;\"><span class=\"removed_link\" title=\"http:\/\/www.haaretz.com\/hasen\/spages\/1121022.html\"><span id=\"lw_1256711377_22\" title=\"http:\/\/www.haaretz.com\/hasen\/spages\/1121022.html\">Erdo\u011fan<\/span><\/span> cited  &#8220;diplomatic sensitivities&#8221; for the cancelation and Foreign Minister <span class=\"removed_link\" title=\"http:\/\/www.haaretz.com\/hasen\/spages\/1121000.html\"><span id=\"lw_1256711377_23\" title=\"http:\/\/www.haaretz.com\/hasen\/spages\/1121000.html\">Ahmet  Davuto\u011flu<\/span><\/span> spoke of &#8220;sensitivity on Gaza, <span id=\"lw_1256711377_24\">East Jerusalem<\/span> and <span id=\"lw_1256711377_25\">Al-Aqsa mosque<\/span>.&#8221; The Turks specifically rejected Israeli  planes that may have attacked <span id=\"lw_1256711377_26\">Hamas<\/span> (an Islamist terrorist organization) during last  winter&#8217;s <span id=\"lw_1256711377_27\" style=\"border-bottom: 1px dashed #0066cc;\">Gaza Strip<\/span> operation. While <span id=\"lw_1256711377_28\">Damascus<\/span> applauded the disinvitation, it prompted the U.S. and Italian governments to withdraw their forces from Anatolian Eagle, which in turn meant canceling the international exercise.<\/p>\n<p style=\"margin: 1em 0px;\">As for the Israelis, this &#8220;<span class=\"removed_link\" title=\"http:\/\/www.jpost.com\/servlet\/Satellite?cid=1255204765149&amp;pagename=JPost%2FJPArticle%2FPrinter\"><span id=\"lw_1256711377_29\" title=\"http:\/\/www.jpost.com\/servlet\/Satellite?cid=1255204765149&amp;pagename=JPost%2FJPArticle%2FPrinter\">sudden  and unexpected<\/span><\/span>&#8221; shift shook to the core their <span id=\"lw_1256711377_30\" title=\"http:\/\/www.danielpipes.org\/293\/a-new-axis-the-emerging-turkish-israeli-entente\">military  alignment<\/span> with Turkey, in place since 1996. Former air force chief <span class=\"removed_link\" title=\"http:\/\/ipsnews.net\/news.asp?idnews=48830\"><span id=\"lw_1256711377_31\" title=\"http:\/\/ipsnews.net\/news.asp?idnews=48830\">Eytan Ben-Eliyahu<\/span><\/span>, for  example, called the cancelation &#8220;a seriously worrying development.&#8221; <span class=\"removed_link\" title=\"http:\/\/www.jpost.com\/servlet\/Satellite?cid=1255204773677&amp;pagename=JPost%2FJPArticle%2FShowFull\"><span id=\"lw_1256711377_32\" title=\"http:\/\/www.jpost.com\/servlet\/Satellite?cid=1255204773677&amp;pagename=JPost%2FJPArticle%2FShowFull\">Jerusalem  immediately responded<\/span><\/span> by reviewing Israel&#8217;s practice of supplying  Turkey with advanced weapons, such as the recent $140 million sale to the <span id=\"lw_1256711377_33\">Turkish Air Force<\/span> of targeting pods.  The idea also arose to stop helping the Turks defeat the <span id=\"lw_1256711377_34\" title=\"http:\/\/thomas.loc.gov\/cgi-bin\/query\/z?c111:H.RES.252:\">Armenian genocide  resolutions<\/span> that regularly appear before the U.S. Congress.<\/p>\n<table style=\"margin-bottom: 5px; margin-left: 12px;\" border=\"0\" cellspacing=\"0\" cellpadding=\"0\" width=\"350\" align=\"right\">\n<tbody>\n<tr>\n<td style=\"border: 1px solid black;\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.danielpipes.org\/pics\/new\/large\/1030.jpg\" border=\"0\" alt=\"\" width=\"350\" height=\"241\" \/><\/p>\n<p style=\"margin: 4px; font-size: smaller;\">Ministers of the Turkish and Syrian  governments met at the <span id=\"lw_1256711377_35\">border  town<\/span> of \u00d6nc\u00fcp\u0131nar and symbolically lifted a bar dividing their two  countries on <span id=\"lw_1256711377_36\">October 13<\/span>.<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"margin: 1em 0px;\"><span id=\"lw_1256711377_37\" title=\"http:\/\/rubinreports.blogspot.com\/2009\/10\/by-barry-rubin-1.html\">Barry  Rubin<\/span> of the <span id=\"lw_1256711377_38\">Interdisciplinary Center<\/span> in Herzliya not only argues that &#8220;The Israel-Turkey alliance is over&#8221; but concludes that Turkey&#8217;s armed forces no longer guard the secular republic and can no longer intervene when the government becomes too Islamist.<\/p>\n<p style=\"margin: 1em 0px;\">The second event took place two days later, on  October 13, when Syria&#8217;s Foreign Minister <span class=\"removed_link\" title=\"http:\/\/english.aljazeera.net\/news\/middleeast\/2009\/10\/20091013947216247.html\"><span id=\"lw_1256711377_39\" title=\"http:\/\/english.aljazeera.net\/news\/middleeast\/2009\/10\/20091013947216247.html\">Walid  al-Moallem<\/span><\/span> announced that Turkish and Syrian forces had just &#8220;carried  out maneuvers near <span id=\"lw_1256711377_40\" style=\"border-bottom: 1px dashed #0066cc;\">Ankara<\/span>.&#8221; Moallem rightly called this  an important development &#8220;because it refutes reports of <span id=\"lw_1256711377_41\">poor relations<\/span> between the military and political institutions in Turkey over strategic relations with Syria.&#8221; Translation: Turkey&#8217;s armed forces lost out to its politicians.<\/p>\n<p style=\"margin: 1em 0px;\">Thirdly, ten Turkish ministers, led by Davuto\u011flu, joined their Syrian counterparts on October 13 for talks under the auspices of the just-established &#8220;<span class=\"removed_link\" title=\"http:\/\/www.jpost.com\/servlet\/Satellite?cid=1255204783066&amp;pagename=JPArticle%2FShowFull\"><span id=\"lw_1256711377_42\" title=\"http:\/\/www.jpost.com\/servlet\/Satellite?cid=1255204783066&amp;pagename=JPArticle%2FShowFull\">Turkey-Syria  High Level Strategic Cooperation Council<\/span><\/span>.&#8221; The ministers announced  having signed <span class=\"removed_link\" title=\"http:\/\/www.nytimes.com\/2009\/10\/14\/world\/europe\/14turkey.html?_r=1&amp;pagewanted=print\"><span id=\"lw_1256711377_43\" title=\"http:\/\/www.nytimes.com\/2009\/10\/14\/world\/europe\/14turkey.html?_r=1&amp;pagewanted=print\">almost  40 agreements<\/span><\/span> to be implemented within 10 days; that &#8220;a more  comprehensive, a bigger&#8221; joint land <span class=\"removed_link\" title=\"http:\/\/www.haaretz.com\/hasen\/spages\/1121000.html\"><span id=\"lw_1256711377_44\" title=\"http:\/\/www.haaretz.com\/hasen\/spages\/1121000.html\">military  exercise<\/span><\/span> would be held than the first one in April; and that the <span class=\"removed_link\" title=\"http:\/\/www.sana.sy\/eng\/21\/2009\/10\/12\/249393.htm\"><span id=\"lw_1256711377_45\" title=\"http:\/\/www.sana.sy\/eng\/21\/2009\/10\/12\/249393.htm\">two countries&#8217;  leaders<\/span><\/span> would sign a strategic agreement in November.<\/p>\n<table style=\"margin-bottom: 5px; margin-left: 12px;\" border=\"0\" cellspacing=\"0\" cellpadding=\"0\" width=\"200\" align=\"right\">\n<tbody>\n<tr>\n<td style=\"border: 1px solid black;\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.danielpipes.org\/pics\/new\/large\/1031.jpg\" border=\"0\" alt=\"\" width=\"200\" height=\"281\" \/><\/p>\n<p style=\"margin: 4px; font-size: smaller;\">The cover of Ahmet Davuto\u011flu&#8217;s book,  &#8220;Strategic Depth: Turkey&#8217;s International Position.&#8221;<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"margin: 1em 0px;\">The council&#8217;s concluding <span class=\"removed_link\" title=\"http:\/\/www.sana.sy\/eng\/22\/2009\/10\/14\/249621.htm\"><span id=\"lw_1256711377_46\" title=\"http:\/\/www.sana.sy\/eng\/22\/2009\/10\/14\/249621.htm\">joint statement<\/span><\/span> announced the formation of &#8220;a long-term <span id=\"lw_1256711377_47\" style=\"border-bottom: 1px dashed #0066cc;\">strategic partnership<\/span>&#8221; between the two sides &#8220;to bolster and expand their cooperation in a wide spectrum of issues of mutual benefit and interest and strengthen the cultural bonds and solidarity among their peoples.&#8221; The <span class=\"removed_link\" title=\"http:\/\/www.todayszaman.com\/tz-web\/detaylar.do?load=detay&amp;link=189760\"><span id=\"lw_1256711377_48\" title=\"http:\/\/www.todayszaman.com\/tz-web\/detaylar.do?load=detay&amp;link=189760\">council&#8217;s  spirit<\/span><\/span>, Davuto\u011flu explained, &#8220;is common destiny, history and future;  we will build the future together,&#8221; while <span class=\"removed_link\" title=\"http:\/\/www.sana.sy\/eng\/21\/2009\/10\/13\/249479.htm\"><span id=\"lw_1256711377_49\" title=\"http:\/\/www.sana.sy\/eng\/21\/2009\/10\/13\/249479.htm\">Moallem<\/span><\/span> called  the get-together a &#8220;festival to celebrate&#8221; the two peoples.<\/p>\n<p style=\"margin: 1em 0px;\">Bilateral relations have indeed been dramatically  reversed from a decade earlier, when Ankara came perilously close to <span id=\"lw_1256711377_50\" title=\"http:\/\/www.danielpipes.org\/299\/why-syria-and-turkey-gird-for-war\">war with  Syria<\/span>. But improved ties with Damascus are only one part of a much larger effort by Ankara to enhance relations with regional and Muslim states, a strategy enunciated by Davuto\u011flu in his influential 2000 book, <em title=\"http:\/\/www.kitapdenizi.com\/kitap\/12794-Stratejik-Derinlik-Turkiye-nin-Uluslararasi-Konumu.aspx\"><span id=\"lw_1256711377_51\" title=\"http:\/\/www.kitapdenizi.com\/kitap\/12794-Stratejik-Derinlik-Turkiye-nin-Uluslararasi-Konumu.aspx\">Stratejik  derinlik: T\u00fcrkiye&#8217;nin uluslararas\u0131 konumu<\/span><\/em> (&#8220;Strategic Depth:  Turkey&#8217;s International Position&#8221;).<\/p>\n<p style=\"margin: 1em 0px;\">In brief, Davuto\u011flu envisions reduced conflict with  neighbors and Turkey emerging as a <span id=\"lw_1256711377_52\">regional power<\/span>, a sort-of modernized Ottoman Empire. Implicit in this strategy is a distancing of Turkey from the West in general and Israel in particular.
