Turkey is a key ally in the advancement of U.S. interests<br \/>\nvis-\u00e0-vis the Middle East, Eurasia, and global energy diversification.<br \/>\nTurkey still sees the United States as its closest ally and wants to<br \/>\nbe a partner in advancing mutual interests, particularly in its<br \/>\nimmediate environs. This confluence of interests gives revitalization<br \/>\nof bilateral ties greater urgency. Yet the relationship remains<br \/>\nsomewhat strained and lacks the strategic character it once enjoyed.<br \/>\nThe two governments have made steady progress during the past few<br \/>\nyears to repair the damage done by differences over the Iraq War and<br \/>\nthe handling of its turbulent consequences. The visits by President<br \/>\nBarack Obama and Secretary of State Hillary Clinton during the first<br \/>\nfew months of the administration suggest a commitment to further<br \/>\nstrengthening relations. However, much remains to be done.<\/p>\n<p>Turkey has been buffeted in recent years by turmoil in its<br \/>\nneighborhood, beginning with the consequences of the Iraq war, then<br \/>\nagain with the Russian invasion of Georgia in the summer of 2008.<br \/>\nTurkish leaders will continue to pursue policies that seek to avoid<br \/>\nsuch regional instability, and they expect understanding from<br \/>\nWashington on this score. Washington, too, has the right to expect<br \/>\nthat Ankara will behave as a loyal ally when mutual interests are<br \/>\nthreatened.<\/p>\n<p>This report, prepared by seven senior CSIS scholars and two colleagues<br \/>\nfrom other institutions, offers a comprehensive and balanced<br \/>\nassessment of the uncertain state of Turkey&#8217;s domestic political and<br \/>\nsocial dynamics and the complexity of its relations with its<br \/>\nneighbors.
