MATSAKİS’İN ERDOĞAN’A MEKTUBU:

Dear Mr Erdogan,

You may recall that, during your recent visit to Brussels, at a dinner-debate, we had a clash in relation to the on- going Turkish Invasion and occupation of the northern part of Cyprus, which is in effect part of the European Union. You stated then that, Turkey was not occupying part of the EU because in the 2004 accession of Cyprus only the southern part because a member of the EU. I have said then that you were wrong, but you chose not to believe me, although I am sure you are clever enough to have known the real truth you.

In order to prove definitively that, I was right and you were wrong, Iasked officially, the European Commission for clarification of the matter.Mr Oli Rehn, Commissioner for enlargement, who incidentally was present at the aforementioned debate, has just sent me this answer which I attach for your convenience and which confirms definitely that you were indeed wrong.

Whether you like it or not, Mr Erdogan, the whole of the Republic of Cyprus is part of the EU since the 1st of May 2004. And since that time your country’s troops ARE OCCUPYING EU SOIL. This is why the recent Turkey Progress Report of the European Parliament, calls for the withdrawal of Turkish Forces from Cyprus in order to allow the two Community Leaders on the island to freely negotiate their country’s future.

Mr. Erdogan,

The occupation of part of Cyprus by Turkish troops can no longer be tolerated and is a major obstacle to Turkey’s EU Accession Progress. This occupation must end now! Do you have the courage to do it or are you afraid of the opposition from the Army Generals and their allies in the CHP party and their supporters in the Turkish media?

Your actions will show whether you are indeed so afraid or not! And the International Community and History will judge you accordingly!

OLLI REHN’E YAZILI SORU:

In a speech during a dinner debate in Brussels organised by Friends of Europe and attended by at least two Commissioners (Mr Olli Rehn and Mrs Androula Vassiliou), the PM of Turkey, Mr Recep Tayyip Erdogan, in answer to a question by Cypriot MEP Marios Matsakis, claimed that only the ‘South, Greek-Cypriot administered part of Cyprus’ joined the EU in 2004. Could the Commission please confirm to the Turkish Government that in 2004 the whole of the Republic of Cyprus, i.e. not only the southern part but also the northern part, occupied by Turkish forces, joined the EU but is only the acquis communautaire which does not apply to the northern part?

On 1 May 2004, the whole of the island of Cyprus acceded to the European Union. Pending a comprehensive settlement, the application of the acquis is suspended pursuant to Article 1 (1) of Protocol 10 to the Act of Accession in the areas of the Republic of Cyprus in which the Government of the Republic of Cyprus does not exercise effective control.

However, this suspension does not affect the personal rights of Turkish Cypriots as EU citizens. They are citizens of the Member State Republic of Cyprus, even though they may live in the areas of the Republic of Cyprus in which the Government of the Republic of Cyprus does not exercise effective control.
